Seminar ‘An ethnography of making the 2014 Indonesian village law’

Yando Zakaria and Adriaan Bedner. In the series of VVI research meetings on Law Making, this joint KITLV/VVI seminar will present an Indonesian case with a social science approach. The topic is the political process of making the 2014 Indonesian Village Law. We highlight the main policy communities active in the process. They differ in their history, their definition of the problems that the new law will solve, and the goals they aspire. After the bill was passed in Parliament and implementation commenced,  a huge budget started flowing from the national government’s budget  to the 75,000 villages. The law creates unexpected opportunities. This paper addresses the general question whether and how law making as a political process contributes to fulfilling revolutionary goals.

R. Yando Zakaria is an anthropologist from Yogyakarta, and was member of the expert team for drafting the Indonesian Village Law; from October-December 2015 he is visiting research fellow at KITLV. Jacqueline Vel is senior researcher at KITLV and VVI. Adriaan Bedner is senior lecturer at the Van Vollenhoven Institute.
