Towards a federal Indonesia

The history of the formation of the Republic of the United States of Indonesia and the contribution of federal Indonesian nationalists to Indonesian independence, 1917-1949.

Towards a Federal Indonesia is an attempt to reconstruct how, in the period between 1917 and 1949, the Dutch and the Indonesians came to choose a federal form of government for Indonesia. Over the course of seven chronological chapters it follows the argument for the construction of a federal state as well as the various interpretations that have been given to this concept over time by different Dutch and Indonesian politicians. The underlying question is whether there is any truth in the stereotype, recurring in the historiography, that the choice for a federal style of government was part of a Dutch desire to ‘divide and rule’. In the book’s historical reconstruction this dominant interpretation is shown to be multi-faceted and ultimately rejected. Rather than imperialistic, the attitude of the Dutch appears to have been one of misplaced paternalism. To the Indonesians, federalism did not mean bowing to Dutch politics of ‘divide and rule’. Rather, it was an integral part of the purposeful striving towards full independence that carried consensus amongst Indonesian politicians from all over the archipelago.

De geschiedenis van de totstandkoming van de Republiek der Verenigde Staten van Indonesië en de bijdrage van federale Indonesische nationalisten aan de Indonesische onafhankelijkheid, 1917-1949.

De manier waarop Nederlanders en Indonesiërs tussen 1917 en 1949 tot de keuze kwamen voor een federatieve staatsvorm voor Indonesië is het centrale thema van dit boek. Uitgangspunt daarbij is de vraag wat er nu waar is van het in de historiografie telkens terugkerende verhaal dat federatievorming een vorm van Nederlandse verdeel-en-heerspolitiek was. In zeven hoofdstukken, chronologisch geordend, wordt het pleidooi voor een federatieve staatkundige constructie voor Indonesië gevolgd, evenals de uiteenlopende betekenissen die daar in de loop der tijd door verschillende Nederlandse en Indonesische politici aan werden gegeven. Het stereotiepe verhaal krijgt door deze historische reconstructie steeds meer dimensies en wordt uiteindelijk weerlegd. Misplaatst paternalisme, eerder dan imperialisme, was de dominante lijn van de Nederlanders; federalisme onder Indonesiërs betekende niet zozeer het buigen voor Nederlandse verdeel-en-heerspolitiek, maar was een dragend bestanddeel van het doelgerichte streven naar onafhankelijkheid waarover onder Indonesische politici consensus bestond.

Tjalling Bouma (1973) studied history at the Vrije Universiteit in Amsterdam and teaches history at Minkema College in Woerden. His primary interest is Indonesian political  history. Towards a federal Indonesia is a published history dissertation. As co-author he wrote Theo van Emstede en de katholieke benadering van het federale Indonesië 1946-1950, a chapter in Voor de Geest en het moreel van de troepen.

Tjalling Bouma (1973) studeerde geschiedenis aan de Vrije Universiteit in Amsterdam en is docent geschiedenis aan het Minkema College in Woerden. Zijn interesse gaat met name uit naar de politieke geschiedenis van Indonesië. Naar een Federaal Indonesië werd geschreven als dissertatie. Eerder verscheen van zijn hand Theo van Emstede en de katholieke benadering van het federale Indonesië 1946-1950, een bijdrage aan de bundel Voor de Geest en het moreel van de troepen.
